Madeleine El Helou is a seasoned HR and administration professional with over 20 years of experience leading people-centered systems in large-scale, donor-funded education and development programs across Lebanon. She currently serves as HR Manager for the $97M USAID-funded QITABI 3 project with RTI International, and has held senior HR leadership roles on QITABI 1 and 2 with World Learning. Her experience also includes working with UNDP at Lebanon’s Ministry of Education and Higher Education (MEHE), supporting national education reform and institutional strengthening. Madeleine is known for building inclusive, compliant, and mission-driven HR operations, managing teams of 200+ and aligning people strategies with organizational goals. 

She is trained in SHRM and PMP methodologies and is a certified Life Coach, applying coaching principles to her leadership style to promote growth, resilience, and well-being. Madeleine holds a master’s in education and a bachelor’s in law. An advocate for digital inclusion and women’s empowerment, she has served as Executive Director and Secretary of the Board at Women in IT (WIT) and is an active member of the MEPI-Lebanese Alumni Association. She is deeply committed to equitable education, youth development, and inclusive leadership in all her professional and civic contributions.
