Tania Zaroubi is a leading expert in digital transformation and ICT strategy, with over 39 years of experience driving public sector modernization and governance reform across Lebanon, the Middle East, and Africa. She has advised high-level government stakeholders, international organizations, and development partners including the World Bank, UNDP, and OECD on the design and implementation of digital government programs. She co-authored the Lebanon Digital Transformation Strategy 2020–2030 and has led several flagship initiatives, including the national government portal, digital ID and interoperability platforms, and senior public sector recruitment systems.
Her expertise spans national digital transformation strategies, e-government architecture, digital public infrastructure, interoperability and data exchange frameworks, digital identity systems, ICT governance, cybersecurity, and public sector reform. She also has extensive experience in program and project management, donor coordination, and digital inclusion initiatives. Tania holds a Master’s in Business Administration and a BSc (Honors) in Computer Science from the University of Essex, UK. She is a Certified Information Systems Auditor (CISA), PRINCE2 Practitioner, COBIT-certified, and a member of PMI. She serves on the boards of several NGOs and is a past president of ISACA Lebanon.
